VALENTIN BALAKHNICHEV

Date of birth: April 23, 1949
Place of birth: Lutsk, Soviet Socialist Republic of Ukraine
In 1975 graduated from the Moscow Institute of Energy as a specialist in thermal physics. Dr. Sc. (Education). Author of more than 10 research works.
1970-1977 - instructor of the Moscow City Council of the students’ voluntary society “Burevestnik”;
1977-1983 - coach-instructor, than a senior coach-instructor at specialized school of higher track and field athletics sportsmanship;
1984-1987 - senior coach-instructor at the experimental school of higher sportsmanship under the Moscow Council Executive Committee;
1987-1991 - USSR national team track and field athletics coach of the Republican inter-agency Olympic Training Centre of the RSFSR Physical Training and Sport Committee;
From December, 2000 - vice-chairman of the Russian Physical Training, Sport and Tourism State Committee (in summer 2002 the Committee was reorganized, with abolished tourism functions);
From July, 2002 - a vice-chairman of the Russian Physical Training, Sport State Committee (in March, 2004 the Committee was abolished);
Mr. Balakhnichev is a member of the Russian Olympic Executive Committee, a vice-president of the European Track and Field Association. He was a member of the Physical Training and Sport Council under the President of the Russian Federation. With the Russian President’s decree he was appointed as a member of newly formed Committee under the Russian President on September 26, 2007. It deals with the development of physical training and sport, higher sport achievements, preparation and organization of the 2014 Winter Olympics (XXII) and Paralympics (XI) in Sochi;

Given the title “Honoured physical training worker of the Russian Federation”;
Decorated with Medal of Honour (2006), Medal “For work distinction”.

VLADIMIR USACHEV
Date of birth: January 1, 1947
In 1971 graduated from the GCOLIFK (now Russian Physical Training University). In 1973 finished post graduate school.
1973-1984 - senior coach of the “Spartak” Moscow, senior coach of the Olympic Training groups of the DSO ‘Spartak” Central Council.
1984-1987 - director of the Sport School of Olympic potential for children in Zhdanovsky District, Moscow
1987-1991 - senior, head coach of the Russian national teams;
1991-1994 - Secretary General of the Russian Athletics Federation (RAF);
1994-2000 - administrative Vice-President of the RAF;
2000-up to the present - Secretary General of the RAF
Honoured Russian coach. Honoured physical training worker of the Russian Federation. President of the Russian Race Association. Russian Committee vice-chairman of the governmental organization “Youth of Russia”. Presidium member of the Russian FSO Council “Spartak”.
